Require the Consumer Protection Bureau to establish regulation for advance notification to a debtor when his/her debt or private information is being transferred or sold to debt collectors. This notification requirement protects against unauthorized releases of private information, scam collections and duplicate or erroneous credit reporting. A similar requirement exists for mortgage debt when such debt is sold or transferred. No such requirement exists for consumer debt such as credit cards, auto loans, student loans, or personal information. This requirement will also assist the Federal Trade Commission in its actions against scam debt relief companies
