Given that higher education has reached an ominous tipping point is several ways, and that American colleges and universities remain the best in the world, we ask Sec. Duncan to establish regulations for the allotment of resources. All higher education institutions receiving public funding (Pell grants, research funding) should be required to spend most of its annual budget on instruction, not administration, and required to staff 75% of its classes with permanent academic faculty, not casual employees. Further, the oversight of intercollegiate athletics should be taken over from the NCAA. New regulations concerning salaries for coaches, reasonable compensation for athletes, the maintenance of academic standards, and the constitution of athletic conferences, will be established.
