We urge the administration to establish a national ROIP (Rules Of Interaction with the Public) for police at all levels, which mandates: 1) only proportional use of force, 2) use of deadly force only as a last resort to defend lives, and 3) deescalation of force at the earliest possible juncture, and creates a 4) a federal oversight comity charged with identifying, investigating, and where appropriate, recommending federal charges be brought against officers who betray the public trust and violate the ROIP.
Military members are familiar with ROE, and are bound by federal regulations to follow it. Our law enforcement officers should be required to demonstrate AT LEAST the same restraint toward the public, as Soldiers are toward the enemy in a combat zone.
