The DoD established a basic set of Personal Protective Equipment for wear by all members of the military who wish to ride onto a military installation. In 2009, a study was conducted by the Private Motor Vehicle Task Force (PMV-TF) which recommended that this baseline be the standard criteria for entry into military installations for those riding a motorcycle and that local commanders remove any additional requirements. This however has done little to change or stop local commanders from adding to the requirement as they see fit.
This has caused significant confusion amongst riders and in most cases costs them lots of money in additional gear every time they move to a new base. The commanders are in essence imposing a tax on riders. There should be one set requirement, DoDI6055.04.
