Establish a standard criteria for presidential debates removing media outlets ability to manipulate candidate selection

Media outlets possess the most influential power to decide a presidential candidates visibility. However, with this power, many outlets are bias and manipulate debate criteria, restricting the public from viable candidates. Early visibility for a candidate, or lack there of, decides many candidates campaign fate. A national standard needs to be established to remove private corporations from manipulating the presidential campaigns and deciding who is worthy of running for President of the United States.

For example, the NBC/Politico debate required a 4% polling threshold while the CNN sponsored debate required only a 2% threshold. The upcoming Bloomberg/Washington Post debate has a fundraising limit attached.
