Establish standards of acceptable dress by penalizing those who wear their pants low showing their underwear/rear-ends.

People who wear their pants low, exposing their underwear and/or rear-ends are exposing the rest of us to their indecency. This is lewd, vulgar, and should be recognized as disorderly conduct and/or indecent exposure. Young people of this country should be encouraged to express themselves freely. However, we have a responsibility to instill a moral code of conduct into the hearts and minds of our future generation. If it is unlawful for a citizen to parade around in their underwear, how is it any more lawful if there are a pair of pants hanging loosely at the bottom of those underwear? The rear is exposed just the same. Lets set standards by penalizing this type of dress and recognizing it as what it really is: Indecent, Lewd, and Vulgar.
