Due to climate change, the new normal rain patterns that have developed create flooding in the North, East and South. This proposal would create a series of flood control basins, pumping stations and pipelines to move predicted floodwaters away from affected areas and to drought stricken areas. Probably 1/10th the cost of an invasion of Iran. Huge infrastructure bonus; major job creator.
