The Second Amendment specifically reads: "A well regulated militia, being necessary to the security of a free state, the right of the people to keep and bear arms, shall not be infringed."
The administration should consider the following options:
-Ban assault weapons
-Create a buyback program
-Provide federal funding to county/municipality police forces to train a regulated, volunteer militia monthly in each community, including the storage and use of assault weapons
-Provide a system where militia volunteers, through training, can earn the ability to keep their assault weapons in their home
Such a solution would restrict the proliferation of assault weapons to the masses, without fully restricting the ownership of powerful weapons. Although not a perfect solution, it's a compromise.
