Since 1992, the U.S. federal government has adopted numerous Communitarian Programs based on the expert advice of Dr. Amitai Etzioni, the father of the Communitarian Movement and the Founder of the Institute for Communitarian Policy Studies at George Washington University, D.C.

Dr. Etzioni's theory of Rebuilding Community was the push for Community Oriented Policing Services (1994). Related DOJ programs include Community Mapping, Planning & Analysis for Safety Strategies (COMPASS), a data storage and retrieval system compiling citizen's assets and problems to help planners create "community".

Communitarians are active nationwide in UN Local Agenda 21 planning. Using "Police as Social Resources" is also defined as Communitarianisn by Dr. Kam Wong and Dr. Henry Tam. Is this constitutional?
