Establish term limits for both Congress and the Senate. Limits to be set at eight years. While in office they must use and pay for the same health care that the American people do. At the end of eight years the Congress nor the Senate will receive no tax funded retirement. The people reaching the end of their limits can not run for any office Federal or Local for a period of eight years.
