Pass an amendment to the Constitution limiting the time officials can spend in Congress. This should be limited to 3 terms as a US Representative and 2 terms as a Senator. If a person serves in both houses, the combined total could not go above 3 terms. (2 in the Senate, 1 in the house or 2 in the House and 1 in the Senate)
This amendment will stop the Washington Political class from constantly being in campaign mode and bring the sense of country before party back to politics.
