Limiting the number of terms for those serving in the House of Representatives and the Senate to two terms each, with an additional half-term to those that are voted to be Majority/Minority Speakers of the House and Senate.

Part of the issue within the Federal Government is the large number of "career" politicians that spend 20-45+ years on Capital Hill. The reduces the potential change in government processes and acceptance to new ideas.
