Establish Term Limits for the US Congress. No individual should serve more than 12 years as a Senator (2 terms) or 12 years as a US Representative (6 terms). They can serve in both houses of Congress for a total of 24 years. They would not be eligible for re-election once they have served their 24 years. (Allowing for anyone that served a partial term to finish out their service they were elected for). Individuals currently in Congress would be grandfathered and allowed to serve 24 years from the date of the law being signed.
This would reduce the partisan issues by allowing Congress to work on passing laws and not focusing on re-elections. This would also create a need for new talent to be fostered in the political parties to replace older statesmen that are well passed their prime.
