establish a three-year maximum duration on federal legislation

There are too many laws on the books that continue to survive simply because they don't ever expire. I propose that federal legislation be capped at a maximum duration of three years, at which time the legislative branch must present a compelling case for renewal, or let the law ride into the sunset.
