The President should establish, or request that the Congress establish, a Comic Laureate of the United States of America. The title should be granted upon the basis of contributions to enlightenment, education and entertainment of the nation through comedy. The mental and physiological benefits of humor have been studied and proven. Positive influence can be generated through humor.
Further, the title of Comic Laureate should be first conferred upon long-time U.S. comedian and educator Dr. Bill Cosby.
