Establish a trade school aimed at the average person for space born construction and maintenance.

I would like for the government to establish a trade school for space born construction. The focus of said trade school is to provide basic training for the average person in space operations and prepare them for living and working in space. While NASA and other agencies focus on providing space assets and astronauts, the hard work of space born construction and maintenance should now be geared to the average person. The skilled workers should be intensively trained in construction and maintenance and to a lesser degree be oriented in craft operations and control. Their main focus should be on construction and maintenance of space born projects.
We are in a prime position to offer the worlds emerging space agencies skilled workers in this field and ready us for future projects.
