Establish a voluntary "do not sell" list for firearms.

U.S. Code § 922 (d) (4) presently holds:
It shall be unlawful for any person to sell or otherwise dispose of any firearm or ammunition to any person knowing or having reasonable cause to believe that such person...has been adjudicated as a mental defective or has been committed to any mental institution.

Whereas firearms account for 2/3 of suicides in the U.S., and present regulations are insufficient,we petition the administration to establish a voluntary do not sell list for Americans who are not restricted by that code, but recognize that they should not be sold a firearm.

This would be a safety precaution for Americans similar to the Problem Gamblers list, and not an impediment to the Second Amendment.
