In the event that the United States of America requires cutting cost by freezing the paychecks of its workers the first people to be affect will be the members of Congress and Senate. Those responsible for making the decisions on the budget should be the first to be affected.

Furthermore, members of Congress and Senate will have no say in their income. Their income will be based on the voters of their respective states which will be voted on every two years. This will put elected officials back at the mercy of their people.
