In the event of a "gov't shutdown" no pay will be issued to congressmen

During the government shutdown of 2013 congressmen were compensated for their time. It's absolutely ludicrous why this happened. Their punishment for not doing their job and hitting deadlines logically would mean that they would be furloughed as well. If they were not paid until the budget was passed it would give enormous incentive for them to figure something out. My proposal is to deny any and all compensation to all elected government officials during a government shutdown.
