At 18, EVERY American [Citizen, Visa, Illegal or Other regardless of most handicaps] Shall do 24 months abroad in the US Armed Forces, Green Peace, among other groups. They will then come back home with job skills, certificates needed to create a better tomorrow.
This act also makes "Militia Groups" inside the United States; not associated with the US Government able to fight abroad alongside US and Allied forces and it allows all police to serve 6 months to 1 year in combat with US forces/allies in support roles in foreign countries.
