Every member of Congress must state publicly and in writing the motivation for their vote, every vote.

In my opinion, too many men and women in Congress make their vote for the party and not for the people. In my opinion, men and women in Congress should state why they vote yes or no. For instance, maybe the only reason someone votes yes/no is because of one line within a bill, which may not have anything to do with the real purpose of the bill. Or the yes/no vote may be in regards to the overall structure or purpose of the bill. Either way, I believe that by explaining the motivation behind each and every vote, every man and woman in Congress will be forced to be more responsible for every vote. There is no need to mandate a minimum word count. We just need a clear and concise statement of the motivation for every action taken.
