As stated in the Second Amendment, every person who owns a firearm must do so within the organizational regulations of their state militia.
1. Every state must organize a citizen branch of their militia to register and train every gun owner within that state.
2. Every citizen that owns a firearm can only do so after registering with their state militia under the obligation of defending that states government and the federal government if need be.

It is simple. Every State be responsible for its own gun control laws and enforcement and every gun owner must be trained, registered and sworn to uphold and protect the constitution of their state and federal government if need be.
