That every religious oriented group seeking to have a tax exempt status; establish a church meeting place; or hold charter as a ministry corporation of any kind: be mandated to publish publicly a standard for which they and members are accountable; or a writ of practice for the group. Denial of this by existing groups be deemed their choice to be defined as a control group subject to the RICO ACT.
Executive order should make their financial matters of public record; and there be no immunity by national origin or diplomatic agreement.
Further that these groups be accountable to law enforcement as to their compliance with regulation, and IRS made an agency of accountability as well.
