The culture of the Postal Service is at the heart of its problem. When I found out that 51,000 people work at the USPS Headquarters I was incredulous. How many handle or process mail? How many make critical operational decisions? Why did the PO withdraw from ecommerce when they were barred from charging a tax on e-mails; why didn't they invest in developing a true high speed, safe server for American families and small businesses. The per address expenditure of families who send perhaps 10-12 bills, letters or cards/month spending $6.00 or less per month would be exceeded by subscriptions to a USPS internet service. So as people pay more and more bills via the internet the PO's bottom line would not get hurt as it is now. Other income streams can also be developed as our culture evolves.
