President Obama should utilize Executive Action to make the federal work place equal for all employees. He should allow employees of the Excepted Service transfer their federal time and current standing to competitive service.

The federal government currently has two classes of federal employment, the “Excepted Service” and the “Competitive Service.” Currently employees serving in the competitive service can easily port their benefits between agencies, i.e. Department of Homeland Security to Social Security Administration. Members of larger excepted service agencies such as the Department of Justice and Department of Defense serve on excepted appointments that are not portable to the competitive service.
