Exclude all federal employees 401k/TSPs from federal taxes and penalties when withdrawn to mitigate pending furloughs.

With the pending sequestration to go into effect 1 March and as a result the furlough of hundreds of thousands of civilian federal employees, many employees will need to use their 401K/TSPs to mitigate the effects of a prolonged furlough. This Congress has shown no inclination to prevent the sequestration from occurring - across the board, indiscriminate cuts will devastate our economy and throw the country into a deeper recession. Because this Congress has failed the American people and this country, federal employees should not have to pay for their failure by taxing and penalizing them when withdrawing from their retirement fund in response to the sequestration. Taxing and penalizing the federal employee in addition to the furloughs and pay freeze is adding insult to injury.
