Execute a national initiative to enforce use of signals properly while driving.

I live outside of the city of chicago and it has now become an epidemic. People fail to use thier signals and those that do use them improperly. It is an issue of saftey not to mention it creates a hostile environment and compounds the already awful traffic. Not using signals causes accidents, and it is nothing more than laziness and inconsideration that motivate people not to use them. We are concerned about seatbelts but if you dont use your seatbelt you are hurting no one but yourself. Signals affect everyone.
