Executive order to enact a new system of checks and balances on the Congress and Senate

An executive order should be enacted to create an additional system of checks and balances on the Congress and Senate. Laws regulating congress and the senate should be implemented and voted upon by the general population during general elections. This can be implemented by allowing the general elections to include provision brought up by the public which will then be voted on by the entire population during general elections. The general public, through this voting process, should govern all but only those affairs that directly pertain to elected officials. Giving the public the ability to vote on issues directly related to elected officials to prevent apathy in elected officials’ motivation to monitor and regulate themselves.
