Insofar as President Ford already signed the Metric Conversion Act of 1975, and President Reagan's disbanding of the United States Metric Board only curtailed advocacy and education, the US is still a metric country on paper. The President should, therefore, order that federal agencies operating under his direction convert to metric units for reporting and signage. This would mean the NTSB would order signs in kph instead of mph and the NWS would report temperature and wind advisories in Centigrade and kph, respectively. Wherever possible, the agencies should use cost effective measures, such as printing "K" decals to relabel existing mile markers before moving them, or applying decals over exit signs.
No part of this order would legally apply to the states in areas of their purview.
