Congressional approval is not necessary for an executive order. But their consensus would send a message for America and the NRA that citizens come first. So publicize the discussions for all voters to know who to vote for in the November midterm elections. And an executive order, agreed to by Congress without a 60/40 obstruction, is the law of the land.
