by executive order there is NO issue that any bureaucrat can answer with "no need to know".

It is an offense against our democracy for bureaucrats to reply to a Presidential request for information with "you do not have a need to know". I propose an executive order giving the president the highest security classification, and grounds for immediate termination to NOT provide the president with answers to any information requested. Any sitting intelligence employee withholding information should be tried for treason and a violation of their oath, after being terminated, if the bureaucratic environment of keeping secrets from the president, the president will clean house.
