New executive orders and sanctions are needed to regulate the usage of nonlethal weapons and mind control technologies in U.S. domestic military and intelligence communities against American citizens. Some covert programs are in operation without supervision, court orders, and/or proper authorization to conduct investigations and electronic acts of harassments. Nonlethal weapons and mind control technologies are to only be used when in combat or to prevent domestic terrorism. In America, over 3.4 million people are victims of organized stalking/ unauthorized spying, 35.8 % are stalked with an electronic listening device, and 9.7% are stalked with global positioning technologies. Nonlethal weapons can cause internal organ damage, blindness, memory loss, mental illness, or death.
