Exempt the Commonwealth of Puerto Rico from Taxes.

At present, citizens of the Commonwealth of Puerto Rico pay approximately $4 billion in federal taxes. Many programs sponsored by these taxes, including Social Security and Medicare, are given to Puerto Ricans in reduced amounts (Puerto Rico does not receive Supplemental Security Income and receives a fraction of what it would receive in Medicare funding were it a US State) or are not given at all. Puerto Rico is also subject to import/export taxes, commodity taxes, and federal payroll taxes, all while receiving no or reduced benefits from the government to which it pays those taxes. Puerto Rico is allowed no Congressional representation besides the non-voting Resident Commissioner to address this unfair taxation. If we will not allow them representation, we should not tax them.
