Under current sanction rules sanctioned countries such as Iran, Cuba, Sudan and Syria are denied services offered by the US government and US companies. The US government considers online education platforms (Coursera, EdX, Canvas, etc.) to be a service, thus making it illegal to offer classes to individuals in sanctioned countries.
This goes against the Universal Decleration of Human Rights in which Article 26 states "Everyone has the right to education".
Limiting educational access in countries where it is arguably most important is fundamentally counter productive and should be stopped.
