Exempt the U.S. Island State of Hawaii from the Punitive (Punishing) Tarrifs of the 1920 and 1936 Merchant Marine Acts.

The 1920 and 1936 Merchant Marine Acts punish the U.S. Citizens of the U.S. Island State of Hawaii with Punitive Tarrifs that are the Cause of the High Cost of Living at the U.S. Island State of Hawaii; resulting in the High Costs of Everything, high costs of Homes, Apartments, Town Houses, etc. that then results in High Rents, Leases, and the Hawaii Homeless Crisis. This also denies the Residents of the U.S. Island State of Hawaii, the increased Incomes of being the Port of Entry to the U.S. from Asian Nations.
