Exempt younger workers from Social Security taxes.

Younger workers today (ages 40 and under) are not anticipating payout from Social Security. They feel as if they are paying into a system which will not be there for them. Voluntary exemption should be offered so that younger workers can create their own private assets apart from Social Security.

Voluntary exemption puts the responsibility of funding retirement back into the hands of those who value it the most.
