The US Government must use increased oversight into how the US Defense Budget is spent. This is NOT a petition to reduce Defense Spending, but instead we need to ensure we are getting exactly what we've contracted for.
As an example: the CVN Refueling and Overhaul program is being abused by its contractor. They have been contracted to complete work, receive funds to do so, then fail to complete the jobs and requires the US Navy to pay them additional sums (into the tens of millions of dollars) to finish the work as agreed.
This is, apparently, a known issues amongst the various Military Defense Contractors, yet when members of the US Military attempts to correct it, they are notified that these abuses are written in the companies contract, by our elected leaders.
