The current system whereby Congressmen and women are eligible to serve unlimited terms has helped create a system where career politicians have too large of an incentive to care more about their long-term political careers than with doing what's right in the long-term. Representatives and Senators are unduly influenced to vote with their party's leadership over their own conscience because they hope to get a committee chairmanship in later Congresses. The longer politicians spend in D.C. the more they become corrupted and learn how the system can be used to profit themselves or their big donors. The system would be better if serving in Congress was guaranteed to be a temporary service as opposed to a lifetime career. The President has the right to introduce this bill and have it heard.
