If the states that receive more federal dollars than they pay into the system (Welfare Queen States) are exiled to Palmyra Atoll, this would bring an immediate cut of trillions of dollars of spending. Palmyra is located about half way between Hawaii and American Samoa.
Palmyra is subject to all provisions of the U.S. Constitution and is permanently under American sovereignty. However, since Palmyra is also an unorganized territory, there is no Act of Congress specifying how Palmyra should be governed, making it an ideal location for those who think no government is the best government.
