Mr. President: Please issue an executive order substantially as follows:
In accordance with the right of the people to keep and bear arms, any lawful citizen may upon application, and training in the proper use of a lawfully registered handgun, be granted a permit to carry said handgun openly or concealed on their person, and be designated as a member of the state’s militia. Such licensing and training shall be administered by the states.
