Expand the definition of rape to include people who are forced to penetrate a person against their will.

As it stands, the definition of rape the FBI utilizes (penetration no matter how slight...without the consent of the victim) still leaves out about half of rape victims (per the CDC's 2010 National Intimate Partner and Sexual Violence Survey in which approximately 1.27 million women and 1.267 million men were "raped" and "forced to penetrate" respectively). I am proposing a change of the definition of rape to "sexual intercourse or use of objects in penetration or envelopment in which one or more of the individuals involved did not consent." The term "sexual intercourse" in this case of course means "vaginal sex, anal sex, fellatio, or cunnilingus between persons."
