Expand the "Do Not Call" registry to include surveys, political content, charities and any auto-dialers.

The current "Do Not Call" phone registry allows for charities and political campaigns. Phone numbers on the registry still receive many unwanted calls, especially near election times.

Changes to the registry should include a complete ban on political campaign messages, the ability to opt-out of charitiy calls, and a complete ban on all auto-dialers.

Exceptions should include "reverse 911" emergency notifications, school closings, creditors and companies in which the recipient has done ongoing business.

Penalties for violators should be significant enough to discourage future violations.
