Expand HIPAA or PPACA to ban the practice of health insurance carriers outsourcing call center representatives.

For many years, major health insurance carriers (e.g. Cigna, Wellpoint, Humana) have been outsourcing call center jobs to countries such as India and the Philippines. This practice not only cuts many American jobs, but also creates a security risk for consumers as this exposes personal health records and Social Security information to foreign countries. By 2014, every American will be required to obtain some form of health insurance, or face a tax penalty. As this equates to federal law requiring citizens to potentially purchase a product from a private company, we ask that the Obama Administration mandate through expansion of either HIPAA or PPACA that insurance companies who provide service to Americans, be required to employ only Americans in the handling of any protected information.
