Expand the Plane Language Act to include all laws passed by congress that the average citizen can read and understand.

Laws have become so complex that when the average citizen reads a law and they apply it there is a general understanding, however, when the same person speaks to an attorney about the exact law the attorney will inform that person that the law does not mean what they had interperated it to mean.
There is no reason why the federal government cannot write laws that we can all understand. The health care system is required to write their documents for public distribution so that a person with a reading level of 6th grade can understand the instructions. Currently, only a person with the highest understanding of english can understand laws and judicial decisions. Please change this so that Americans can more fully understand laws passed by the congress.
