Expand rights for Concealed Carry Permit Holders by creating Federal Permit

There is a direct correlation between the increase of concealed carry permit holders and the decrease in violent crime around the nation.
Though S. 2188: National Right-to-Carry Reciprocity Act will address the ability for permit holders to carry in any state, it will not provide for universal laws and carry zones.
We need a federal permit that will allow the permit holder to carry in a universal set of locations. More training and an annual refresher can allow for a federal permit holder to carry in more areas.
Police, firefighters and paramedics are first RESPONDERS, they show up after something has happened. Allowing for better trained permit holders will allow a citizen to be at the right place at the right time, when needed, instead of waiting for an external responder to arrive.
