Through creating a national standard for concealed carry reciprocity, responsible, legal gun owners will be able to better utilize their second amendment rights and people could be confident that gun owners are properly trained and licensed.
This is how it would work:
BATFE (or another agency) establishes wickets (e.g. Background Check, Training Requirement, Fingerprinting) for the permitting process to meet. If the process meets those standards, all states are required to honor that permit.
This would reward states with those requirements and cause residents of states with lesser standards to push for improvement.
Finally, this would not effect existing reciprocity agreements and allow states to continue to form and adjust those agreements.
