expand Victims' Bills of Rights

We want to expand the existing Victims' Bill of Rights to include a provision in the law that would make it more difficult for an Accused to levy accusations of wrong-doing (by way of example only: physical or sexual abuse) where there exists no independant proof but only the supposed first hand knowledge of the Accused. We want to call this proposed addition to the law "Travis' Law" in honor or murder victim, Travis Alexander.
