Contractors employed by the federal government are not fully protected by the whistle blower act. If a contractor submits a complaint(s) to an agency, the agency is not obligated to keep the name of the person filing a complaint confidential, even if requested by the individual filing the complaint. However, federal employees are protected and their information is kept secret if they choose.
Contractors are upheld to the same if not higher standards as federal employee and therefore should be entitled to the same protections as public servants.
I'm a contractor for the IRS and was forced off site over a year ago due to a complaint that I filed against a federal employee. I'm not working at the site after initiating a congressional complaint.
