Expanding the liquor license in Pennsylvania

The liquor license in the state of New York is lenient. You make walk into a uni mart and purchase alcoholic beverages. In the state of Pennsylvania these same rules do not apply. It is required by state that only restaurants may hold a liquor license, and the alcoholic beverages may only be consumed in the restaurant. I am petitioning to make the liquor license easier to abtain.
