There is no one size fits all when it comes to condoms. It's not like going to the department store to buy socks and just picking whatever pack is the cheapest.
When having sex the point is for it to be enjoyable and safe for all parties involved. It's not fun if the condom is squeezing all sensitivity out of you or it's too big to stay on.
At that point, it's easiest to forgo the condom all together just to make it more enjoyable. But that's a not a good idea at all! You increase the risk of spreading stds as well as getting your partner pregnant. More condom sizes means safer sex which means less healthcare expenses on stds and less unplanned pregnancies. It's a budget win!
